The Office of Inspector General has released details — and bodycam video — from an early-morning police pursuit that began in Manchester and ended on I-84 westbound in East Hartford.

Around 1:42 a.m., Manchester Officer Israel Rivera stopped a Lexus sedan on Center Street for a plate violation. The driver, Samuel Lee (39), sped off — nearly striking another cruiser. Officers Kyle Busse and Sgt. Kyle Zemanek joined the pursuit as speeds reached 70 mph.
Sgt. Zemanek deployed stop sticks at the I-84 on-ramp. Lee’s tires were punctured, but he continued onto the highway. Moments later, Lee rolled down his window and opened fire on officers — one cruiser was struck by gunfire.

Officer Busse returned fire, hitting Lee in the hip. Lee eventually stopped near the Forbes Street overpass, surrendered, and was given medical aid before being transported to Hartford Hospital with non-life-threatening injuries.
Police recovered a handgun on the driver’s side floor of the Lexus — visible in the released bodycam footage.
Lee remains hospitalized and faces multiple felony charges, including attempted first-degree assault. Investigators also noted six outstanding arrest warrants from prior cases.
