Preliminary Status Report Regarding the Use of Deadly Force by the West Haven Police Department on December 1, 2023 Resulting in the Death of Jovan Washington.
In accordance with General Statutes §51-277a(a)(5), Inspector General Robert J. Devlin, Jr., submits this preliminary status report regarding the use of deadly force by the West Haven Police Department on December 1, 2023.
The Office of Inspector General is investigating an officer-involved shooting that resulted in the death of Jovan Washington, an African-American male, age 33.
On December 1, 2023, at approximately 1:55 a.m., West Haven police officers were dispatched to 296 Terrace Avenue, Apartment C2, West Haven, Connecticut on a domestic violence complaint.
At that location, the police spoke to the complainant who reported that Jovan Washington had attempted to strangle her and would not let her leave the apartment.
Police went to a bedroom in the apartment and spoke to Jovan Washington, who was in bed.
Officer Cody Bacon informed Washington that he was going to be taken into custody and asked him if he wanted to put on a pair of pants.
Washington got out of bed and was moving toward a closet when he suddenly turned and reached under the mattress for a gun.
A struggle ensued during which Washington fired one shot striking Officer Bacon in the leg. Officer Alex Triscritti then fired multiple shots striking Washington.
Officers on scene provided medical aid to Washington and requested Emergency Medical Services (EMS) to respond.
EMS transported Washington to Yale New Haven Hospital (YNHH) where he was pronounced dead.
The police transported Officer Bacon to YNHH for treatment for a gunshot wound to his upper leg.
The Office of the Chief Medical Examiner determined the cause of Jovan Washington’s death to be: “GUNSHOT WOUNDS OF TORSO AND EXTREMITIES.”
A copy of the Medical Examiner’s Notification to Police is attached. As of the date of this report, neither the death certificate nor the toxicological report is available.
The Office of Inspector General, the Department of Emergency Services and Public Protection, Connecticut State Police Central District Major Crime Squad, the West Haven Police Department, and the Ansonia-Milford Judicial District State’s Attorney’s Office are conducting the investigation.

The manner ofdeath has been certified as: Homicide
The investigation is on going.
